What about when the date changes and it turns to 00:00, and then there will be 00:01, 00:02, 00:03, 00:04, 00:05, 00:06, 00:07, 00,08, 00:09? Do they not count??

You only see 00:00 on a 24-hour clock. The riddle explicitly states, “a regular 12-hour digital clock”.
