‘lock’ is as good an answer, but in either case, one of the conditions is unmet. Turn the key once, it’s locked; turn it again, it’s unlocked. Both conditions indicate locked. Bad riddle.
(I came up with ‘lock’ on my own)

nah on old skeleton locks u could lock the inside or outside of a door

A cup! Turned once won’t let water that’s outside into it. Turned again, won’t let the water inside it out.
